Take a stand against the ongoing crisis of Missing and Murdered Indigenous Women, Girls, Relatives, Two-Spirits, and Transgender people (MMIWGR2ST).

Senators Catherine Cortez Masto and Jacky Rosen are proposing new legislation that would open up public lands to man camps near Reservations. The National Congress of American Indians (NCAI) passed a resolution calling for a ban on man camps.

What are man camps?

Man camps are temporary workforce housing to accommodate a large influx of workers from outside the area, in resource extraction industries like mining. The sudden influx of men to rural areas is tied to the MMIWGR2ST, or MMIW crisis.

Why a ban on man camps?

Man camps exacerbate the ongoing epidemic of Missing and Murdered Indigenous Women, Girls, Relatives, Two-Spirits, and Transgender people (commonly referred to as MMIWGR2ST, MMIW, or MMIP). Indigenous women are killed at a rate more than ten times higher than all other census-recognized ethnicities. Most of these murders are committed by non-native people on native land.
When mines, logging, and similar projects bring transient working men to rural areas, the rate of violence against Indigenous communities goes up. When the population booms in these rural areas, Native communities, and law enforcement are not equipped to handle the sudden influx of violence that these projects inevitably bring. A 2019 Bureau of Justice Statistics study conducted in Montana and North Dakota found a 70% increase in violent crime corresponding to the growth of the extractive industry in the area with no such increase observed in adjacent counties.

The Indigenous communities of Nevada have suffered enough loss, and refuse to be subjected to the proposed "man camps" associated with the projects supported by the Mining Regulatory Clarity Act.

Message:

Dear Senators Catherine Cortez-Masto and Jacky Rosen, I am very concerned with the Mining Regulatory Clarity Act. Reforms to federal mining laws including better Tribal consultation are needed, and this bill works against the common sense reforms demanded by those impacted by mining. We have a crisis of Missing and Murdered Indigenous Peoples (MMIP) with Native women in this country being murdered at ten times the national average. This bill would be devastating to Native communities, providing corporate welfare with an allowance to the land and water. A 2019 report from the Department of Justice found that the introduction of man camps in an area increased aggravated assaults by 70%. In 2022, the National Congress of American Indians (NCAI) released Resolution #ANC-22-007 titled, Supporting Indigenous Safety through Opposing Man-Camps for Thacker Pass. The NCAI is broadly opposed to man camps near Tribal Nations, stating they “call on the Departments of Justice, Interior, and Health and Human Services, and related agencies, to increase safety for Native women in order to address the crisis of Missing and Murdered Indigenous Women and Girls.” This proposed bill ignores the NCAI’s clear and detailed requests, which were made in light of the increased calls for new mines. Your proposed legislation would remove the claim validity requirement, effectively ensuring mining companies would not need to prove minerals exist in order for them to occupy public lands. Man camps would be included in the approved land uses, and this would make it significantly easier for corporations to construct man camps near Indigenous communities. We have both the local knowledge and quantifiable data to know that this would bring more violence to native people in Nevada. To find real solutions to MMIP we have to address the root causes, like extractivism. YourMining Regulatory Clarity Act allows preferential treatment and disregards the fact that Indigenous people have to live the violence that extractivism brings. To be clear, an energy transition built on the backs of Native communities is not a “just” energy transition but a continuation of genocidal practices. Thank you.
